build: update validator to 13.15.20

Description

Update validator from 13.9.0 to 13.15.20, which resolves CVE-2025-56200

This PR aims to resolves CVE-2025-56200 and not on adding any new features in validator from 13.9.0 - 13.15.20.

Changelog: validatorjs/validator.js@13.9.0...13.15.20

• isUUID need to conform to RFC9562 (see fix(isUUID)!: fully support rfc9562 validatorjs/validator.js#2421)
