Summary

add optional pqcrypto support and hybrid helper routines that combine X25519 and ML-KEM 768 exchanges
extend envelope handling, rewrap logic, and advertised capabilities to recognize the X25519MLKEM768-SEAL recipient algorithm
add dependency metadata plus unit and functional coverage for hybrid multi-recipient round-trips
