This PR adds SharpLearning.Benchmarks for benchmarking runtime speed of SharpLearning algorithms via Benchmarkdotnet. This makes it easy to benchmark before and after refactorings, and optimizations. For now the benchmarks only include the learners.

TODO:

  • Add separate table result output only.
  • Consider renaming from Benchmarks to BenchmarkDotnetRunner
  • Bump version
