Downloads: Move community builds to source code section, please update languages

I've moved the Community builds from the Windows section to the source code section to resolve issue #116.

The Translations should be updated. I only changed "Source Code" to "Community Builds and Source Code," but I didn't translate it.

I recommend removing any changes to locales//, the translations can be updated separately (we have a new way of doing it + a script)

While I was waiting for this PR to be reviewed I also wanted to fix #388
