feat: Add comprehensive implementation plan and development guidelines

This commit introduces CLAUDE.md, a detailed implementation plan that includes:

- Complete project overview and current state analysis
- Phased implementation roadmap (5 phases over 12 weeks)
- Development rules and coding standards
- Issue management and PR guidelines
- Comprehensive testing strategy
- Running and deployment instructions
- Best practices for security, performance, and collaboration

The plan addresses the GUI requirement from issue #1 and provides a structured approach to transform the research prototype into a production-ready system.
