SmartDNS doesnt work on LAN network in some cases.

Windows 11 (23H2 22631.3520).
SmartDNS works normally on PC. The others device on LAN doesnt work.
Example: IP-Set, Domain-Set, IP-Rule, ... Whenever I configure IP or Domain rules, all apps on Iphone doesnt work except browsers.
Configure working normaly on LAN:

I turned off firewall and tested other dns servers, they working normally.
Domain-Set and IP-Set rules work on PC (localhost), doesnt work on LAN (appstore, fb,... all apps).
