[enhancement]: Disable telemetry warnings #5329

In our organizations Azure Pipeline pools, we only allow outbound communication to a specific set of endpoints. Telemetry for Cache@2 is sent to dc.services.visualstudio.com via the ##vso[telemetry.publish] message.
I would like the ability to turn off the telemetry for the Cache task, or be able to suppress the warning letting us know that the telemetry could not be reported.
