[BUG]: Cannot build anymore because vssprivate NuGet feed requires authenticatrion #5323
Description
What happened?
It is not possible anymore to build using instructions provided at https://github.com/microsoft/azure-pipelines-agent/blob/master/docs/contribute.md. Looks like https://pkgs.dev.azure.com/mseng/PipelineTools/_packaging/nugetvssprivate/nuget/v3/index.json feed is not public anymore.
