Refactor actions

Suggested:

1. Simplify main running script (execute-test-script.yaml) making it dumb, move runner guessing and AWS turn-off outside of the action
2. Allow test.yaml to turn off AWS at the end

This will allow better configuration of multiple compilers on AWS.
