Set up linting and formatting with Biome

Biome is a very fast (ESLint compatible) linter and (Prettier compatible) formatter for JavaScript and TypeScript.

@gornostay25 if you agree, I can set it up and fix the linter errors, but only if you will care about the merge request. (I see some merge request are not getting attention despite being very simple to review/merge.)
