Please add `sqlalchemy=1.3.24` and `diffupath` as a required packages in `setup.cfg` 

Hi,

Looks like `sqlalchemy==1.3.24` is a required package for the distribution. Please add it to `setup.cfg`. Your current version of the code does not support the most recent version of `sqlalchemy`. 

This is needed to run `bio2bel_chebi populate` and `bio2bel_hgnc populate`

Also `diffupath` is required as well.
