Prisoner expectations do not apply when using the convert ritual

I am using the option to lower prisoner expectations, and when I look in the needs panel it is working correctly.

When I attempt to perform a conversion ritual, it says there is still a -30% penalty because they have sky high expectations.

Does this only affect mood and not other things related to expectations?
