Unable to create sub SaaS Tenant

Describe the bug

I create a setup with the SaaS recipe and create a new tenant also with the SaaS recipe. The multi-tenant option is not found

To Reproduce

1. Create a setup with a Saas recipe
2. Create a new tenant with the SaaS recipe
3. The Multi-Tenant menu is not there in the new tenant

Expected behavior

The multi-tenant option is visible in the new tenant

Strange!! I thought this would work as expected. I might have a look later, unless someone replies to you

I'm not sure if it's by design, but this is a common use case. I might have a School Management System as SaaS, then give each School as a SaaS tenant to create their branches as tenants as well

This is by design. Multi tenancy can only be managed from the default (main) tenant.

Even if OC had tenant management in sub-tenants, you'd need a custom UI for these use cases.

@Piedone, one example I'm thinking about if one of DotNest ask to have a SaaS for some business, not all the customers ask for websites
